The Fulbright Program was established in 1946 by the U.S. Congress to "enable the government of the United States to increase mutual understanding between the people of the United States and the people of other countries." It is sponsored by the U.S. Department of State, and is the largest U.S. international exchange program offering opportunities for students, scholars and professionals to undertake international graduate study, advanced research, university teaching, and teaching in elementary and secondary schools worldwide.
Affiliation with an educational institution or other sponsoring entity in the host country is required, even if the grantee is engaged primarily or solely in research or artistic activity or does not plan to enroll in regular classes. Appropriate affiliations may include, but are not limited to: Academic institutions; Research organizations; Non-governmental agencies or organizations; Libraries or archives; Museums.
The supervising agency (Fulbright Commission or Foundation, or U.S. Embassy) in the host country has the ultimate authority to approve projects and affiliations. Selection of grantees is dependent upon approval of the project by the supervising agency in the host country and the ability of the candidate to obtain required visas and research clearances within the stipulated time period.

Eligibility notes: Graduating seniors, recent graduates, and graduate students are eligible to apply. Graduating seniors and recent bachelor's-degree graduates usually propose projects for which they have had some undergraduate preparation. Master's and doctoral-degree candidates must demonstrate capacity for independent study or research, together with a general knowledge of the history, culture, and current events of the countries to which they are applying. Those who already hold a doctoral degree are not eligible for the U.S. Student Program.
